Reporting Child sexual abuse after 10 years

Hello, one of my cousin wants to report incidents of child sexual abuse whic happenened to him 10 to 12 years back. He dont remember time or date. Can he file fir against the accused? Will police take the complaint seriously? What charges can we press against the accused?
you can file a complaint against the accused officer is duty bound to file complain if he do not file a complaint you can file a complain to the court through your advocate.
