Regarding bail of minor aged accused

Sir on of my friend was wrongly named in a fir under ipc 414 when he was 17 year old in 2004 and put on judicial custody for about 3 months after taking statements of 2 witnesses he got bail after that he continued her studies , after few days her father also transferred from that place and her family lefts the place where the fir was registered. Due to lack of knowledge he can't appear before the court for 14 years nor any notice regarding appearance was served to him beyond this14 years. Suddenly he came to know about a execution warrant under crpc83. So what can he do? Can he get bail in ipc 414 for non appearance for so long or he had to go on custody . He is presently 32 year old with 30% disability. What can he do
