a rowdy sheet is opened by police, if and only the accused is involved in more than 4 criminal cases which involves either of offences such as stealing, stalking, attempt to murder, causing public nuisance, chest Ng, causing grievous injury etc. the person should be a habitual offender accused of repeatedly committing any of the above mentioned offences more than 4 times over a span of 2 years
