Dear Sir/Madam,
Your friend make it a big issue by lodging a written complaint with Police Commissioner and also meeting the Police Commissioner in person and narrate about the incident. If nobody helps your friend then your friend may file a private complaint under Section 200 Cr.P.C before Magistrate directly and the said Police Officer will be called for by the Magistrate and mini trial will be conducted.

If you find yourself in a situation where the police have physically assaulted you without any valid reason, it is crucial to know your rights and the steps you can take:
  1. File a Complaint: The first step is to file a complaint against the police officer responsible for the assault. You can file a complaint with the officer's superior or at the police station. Include details of the incident, such as the date, time, location, and any witnesses if possible. Be sure to mention if there were any injuries.
  2. Seek Medical Attention: If you have been injured during the assault, seek immediate medical attention. Your health and safety should be a top priority.
  3. Photographic Evidence: If you have visible injuries, take photographs as evidence. These can be valuable when filing a complaint or a legal case.
  4. Contact a Lawyer: Consult with a lawyer who specializes in criminal law or human rights. They can guide you on the legal steps to take, including filing a case against the police officer for assault.
  5. Know Your Rights: Familiarize yourself with your legal rights. In India, custodial torture or assault is illegal and a violation of fundamental rights.
  6. Witness Statements: Collect statements from any witnesses who may have seen the incident. Their testimony can strengthen your case.
  7. Legal Action: Depending on the severity of the assault, you may have grounds to file a case against the police officer for assault, seeking legal action and compensation.
  8. Public Awareness: If you believe the incident is part of a larger pattern of police misconduct, consider raising awareness through the media or human rights organizations.

If the police do not take any action, file a complaint at the local police station. If the police do not act, you can file a complaint under section 156(3) CrPC to the magistrate who has jurisdiction in the area. You can also ask the magistrate for a monitor to oversee the investigation.
