False Rape Case(376,420,504,506 IPC)

False rape case has been registered by a couple on my friend. My friend has been remanded and out on bail. Now the complainant is not reachable by Police. When my friend's family is reaching out to police about the updates in Case investigation, It was informed that complainant is not reachable and the case will be disposed in Police station within a month. Is it possible for case disposal in Police station? If yes, What is the procedure involved in it? Does IO has power to dispose off the case? Please advice.

since section of law involves rape, the case can be dismissed only by the sessions judge trying the case by way of trial. so better to move high court for speedy disposal of case if chargesheet is not filed within mandatory 90 days period
