Eligibility for government job in case there was theft case when minor

my brother was arrested for a theft when he was 13 year old he was sent to the remand home for 7 days and after a year case ends on mercy ground/mutual settlement.now he qualified for police sub inspector, my query is that whether he is eligible for the job,he didn't mentioned about his case in the form,neither we didn't have any detail information or paper now as we lost all the papers as our father kept all those papers and he is no more, kindly guide
Your brother must have mentioned this fact in his application form. However , there is way out. First try to procure order of the court in which your brother was exonerated and then contact a good lawyer, apprise him about all facts and act accordingly as per bis advice.
