70b under sec 290 will can i get selected for upsc

6 years ago I was taken to police station and next day they asked me to pay 250 fine in court under 70b of sec 290,calling it a petty case they assured it wont affect my career . Now im selected for upsc interview I dont have details of the case and im worried how do i fill my attestation from .
Should i mention the case, does it show up in the police records? If yes how do i know my case details?
Does 70b under sec 290 is considered as arrest, does paying fine makes me a convict?
suppression of facts leads to serious complications. file an affidavit describing your side of case. if police record is not there, it will be available in court, hence not be sarcadtic and commit blunders.
