What to do if TSSPDCL did not follow there guidline

TSSPDCL issued notification for AE electrical but when drawing merit if several members get same marks they have to give preference to more aged person but instead they given preference to PART-A score. So in what way I should proceed

You can challenge the selection in the high court under Article 226.
Selections have to be on merit cum seniority and not on part scores
Only high court have jurisdiction for challenging selection process in government organisations.
