Regarding not receiving of my salary

Sir my sister was doing job in a company after she got a better job in an another company she gave a notice to it's previous company.
She served the notice period as demanded by them of 3 months.
After that she started working in the new organization.
But she didn't clear all the dues with her previous organization.Her salary for last month and other incentives were not released by them .
Now for a long time she tried contacting them through calls and emails but there was no response from them.
Sir now what steps should she take. Should she take a legal step or not.
And if yes, what is the procedure for the legal remedy.
Sir please inform in whole details.
