Clarification on procedure for appointment of official liquidator

can an official liquidator can be appointed in a case which is pending in the court ? if so please tell me under which provisions it can be done.
Court is only body which allowed official liquidator . you can not appoint yourself. either file petition for bankruptcy and insolvency so that court appoint OL after giving a chance of an opportunity of being heard.
