Case on sebi and nse for halting markets for 45 minutes.

Today trading was halted for 45 minutes immediately after lower circuit and then they popped up some positive messages which resulted in huge loss. They should have given message earlier to clear all positions so that they will halt. And after 45 minutes when market opened once again positive messages should have been dropped.
