Can we sue a website development

I entered an agreement with a private limited company(Rs. 3.5 lakhs) As per the process, they divided the payments as per the stages of wireframing, UI and then Design. They did the first two parts and took around 85% payment. Now they have delayed the project a lot and not even given the desired level of project. They are refusing to complete the project. Is there by any chance that I can get my payment back, as they have miserably failed in development. They are not even giving us all the features. There was no penalty clause except deployment of skilled labours. We have been constantly requesting for skilled labours. Please help!!

The facts seem to suggest that there has been a breach of contract by the service provider. Your legal remedy is to file a suit for damages claiming your money and compensation for the loss suffered by you.
