Apply voter id card on behalf of client

A very simple question if any cyber cafe or Website apply voter id card on behalf of their client and charge money to apply voter id card on Government Portal which is free of cost, is that against the law. Cybercafe or website clearly mentioned that they are private consultant and money charge by them is their consultancy charges.
Private consultancy is chargeable as per Law. So even Cybercafe is charging for its services, is as per rules to provide services even for Aadhar etc. So, its very clear and no ambiguity at all. For further clarification of law, You may check relevant rules.
