2nd Pay Revision w.e.f 01st January 2007 CPSE- DPE Circular

2nd Pay Revision was announced on 28th Nov. 2008 and made effective from 01st Jan. 2007. 30th Dec. 2006 was weekly off being Saturday, 31st Dec. 2006 was Sunday & 01st January 2007 was Gazetted Holiday on account of Id-Ul-Zua. I was appointed in PSU in the year 2006, gave consent to company to join on 26th Dec. 2006, but asked me to join on 2nd January 2007. Pay Revision was denied to me by company saying that I joined on 2nd January 2007 but as per Govt. Circular if I would have joined on 1st January 2007 I would have got the Pay Revision.
I fail to understand Govt. Circular cannot be made effective from Holiday, there were three consecutive Holidays and I joined on the first working day of the year. All the papers are with me duly acknowledged by company. Please let me know how to fight the case ? I have lost huge amount of money. Appointment letter was issued by company on 5th Dec. 2006.

according to me there is an issue that whether giving consent to psu would amount to joining? appointment letter is a contract and giving consent means acceptance. I think as per contract law you joined the day you consented. then also you are told to join on 2nd January 2007.
