Will it help if i raise consumer complaint

i took a course from shine.com, they said the course fee is 10800 rs. They called and asked for more money on pretext of something or other till now i paid them 67000(initial 10800 + 12000 + 12000 + 20000 + 10000) and they are asking for 30000 more. This is a 7 months old case and the course was about to expire in 6 months which eventually did and i couldnt complete it because they kept calling me and telling me that you can not give examination for it. I have filed a case of cyber crime but is of no use. Can i file case in consumer forum, if i can i need (paid)help in preparing and file the case.

When they said the course fee is 10,800, why and how did they collect 67,000 and have they given you any breakup for the fee been collected ? Did they give you any estimation of the course fee at the starting or increased the same gradually during the course?Why did you pay when you knew that they are charging more for the course and not completing within the given time period? However, if you feel like you have been cheated,you can file a complaint in the district consumer forum. First of all send a legal notice to them via lawyer and demand refund of the excess amount collected by them from you and adequately compensate you for their deficiency of services. If they settle fine. If not,
