Who is responsible for Flat external wall repair

I am leaving in flat, I have a water seepage issue from wall, my residential building is not Co operative society and do not have registration number,but our tower has owner's association with pan card of tower. We have already collection of one time maintenance amount.should I myself should bear cost of repairing? Or it should be done from common maintenance by society? Please advice me.
