When does the state commission send notice to the other party ?

Karvy cheated me by showing me some some fake documents to invest money with a builder (it’s a syndicated loan arranged by Karvy for that builder). As soon as I realized Karvy and builder together cheated I filed a case in Karnataka State commission. Karvy and builder both did not respond to lawyer notice. My first hearing is in 28-Nov-2017. I want to know when will the state commission send notices to both parties.
'Yes, when there is a deficiency of service or there is malafide practice from the other side, the court will issue notice to the opposit parties.
On 28.11.2017 On that day the case will be heard and if the Forum found that there is dificiency in service or if there is malafide practice from the opposite parties, then court will admit the complaint and issue notice.
On the date of admission itself court will issue notice.
