You can start by sending him a legal notice and from next time you should make an agreement with the person whom you are giving a contract. Incase there is a contract and there is a breach of the same there are legal remidies available to you.

Hi

do u have any form of written or any communication in written form.
if you dont hve anything then you can change the developer. or send a legal notice asking him to release all rights over ur website. and then you can hire another developer.
Feel free to contact for further information/query.
Thanks & Regards

There should be an agreement between you and the website developer, wherein the demarcation must have been given of the amount involved with the tax and charges leviable. You may ask him for the fresh bill wherein the clear demarcation of the amount is given. If that suits your requirement and budget then you may continue with the same website developer.
Thanks.
