What to do when loan issued in father's name fraudulently?

My father didn't taken crop loan in PACS , Atmakur, unknown persons are taken loan on behalf of my father's name without my father's signature and documents. We are complained on this issue with bank officials and also district collector.still they didn't taken any action.we want to file a case in consumer court.can you please suggest how we'll proceed.
since your father did not take any loan, consumer court will not have jurisdiction to adjudicate the matter, however, you can file a criminal complaint on the PACS and its employees alongwith the unknown person who by impersonation availed loan

File a complaint against the bank in the consumer court under whose jurisdiction the bank has its registered office or branch or where the cause of action has occurred. This is the territorial jurisdiction. Coming to pecuniary jurisdiction, if the amount is less than 20 lakhs, file the complaint in the district consumer court, or if the amount is more than 20 lakhs but less than 1 crore, then file the complaint in the state consumer forum.
