What to do when builder decides to sell without completing project?

I had booked a 3 BHKflat in a housing project in Haridwar in year 2015 by paying 31 lakh in cash which was supposed to be delivered in 2017.But the project got delayed.But then the builder promised that he would shift us and 2 more families to the first floor of the under construction building.Now 2 families have already shifted there but with no provision of electricity by the builder.The families have arranged on their own expenses. Now the builder has informed that he is going to sell this land to some other organisataion (institute) and we can either live here or can move to its other project which has just started.In any case, we are at loss. Can you suggest what legal action we can take against the builder and how much compensation we can ask for?
You have to send legal notice through Advocate alleging all facts regarding of 3 BHKflat in a housing project in Haridwar in year 2015 as well as all promises made by the builder in this regard under the provision of Consumer Protection Act and there after you have to file Consumer complaint.
