What to do if company not providing banking services ?

my agreement with for BCA (kisok banking) on 27/01/2016. i paid franchisee payment 30000+23734, but company banking services not provided.please tell me legal action.. and tell me this matter consumer court or civil court.
Dear Client,
If as per the agreement, the company had to provide banking services but it has not provided that facility till now, then you can file a consumer complain under section 12 of the consumer protection Act in the District Consumer Forum.
