What steps can be taken for issue of certificate from college

I have passed from CIMP a govt funded management college this year. Though provisional passing certificates and mark-sheet has already been issued to almost all of my classmates but in my case college administration is denying to issue the certificates as I left the company within a month in which I was recruited. Also they are not replying to any of my mails as well as not allowing me to enter the campus and meet the administration. All college dues of mine has already been paid. And due to this I am not able to apply anywhere.
