You may file complaint but you have to prove how that complaint is maintainable. Does they gave any receipt to you? Or any documents which can prove your deal. For better suggestion we have to discuss the facts in detail. Only after getting complete information we can provide you the better way to you.

Firstly you can file case with CREDAI ( Confederation Of Real Estate Developers Association Of India). Secondly you can approach National Consumer Helpline and CORE website(www.core.nic.in).Alternatively you can file a case in Competition Commision Of India for unfair trade practices. The last resort is to file case in Consumer/ Civil / Criminal Court.

you may file consumer case if you are able to show any recieving of money with intention of developing a project. in other case, you may file a civil suit for rcovery of money in the place where transaction had taken place.
