What is the procedure to cancel admission and get fees refund

I enrolled in MBA at a university ,Chhattisgarh. but the classroom had dangerous seepage problem due to which i got electricity shock. also classroom leaks a lot and in rain class is full of water. its been only 3 days since my admission and i want to withdraw my admission. but university is saying they will not provide refund for fees and i will have to wait to get back my submitted documents (migration, Transfer certificate etc). what can i do to safeguard my rights and get back fee refund?
