You have now two remedy available to you.

1. You prefer a suit for recovery of money along with interest @ 18% p.a. which you think legally they owe you.

2. The another remedy available to you is prefer a consumer complaint in consumer forum against the deficiency of service on part of institution.

Note: fail to reply legal notice is itself reflects default on their part so it is adviced that you move ahead legally.

As far as fee refund is concerned, they would be reluctant to do the same for obvious reasons. Since their services are below par with what they had promised, after a legal notice to them, you might file a consumer case in the district consumer forum but you will need to have strong proof to suggest to the court that they indeed have been providing poor services.

Since the institute is not providing the services as they had promised and you have already served a notice however they have not replied to the same. In this situation when you have already paid the fees, can file a criminal complaint against the institute and also file a consumer complaint for the deficient services.
Thanks & Regards
