What is action against enhancement of cost in flats after delivery

A central govt. society formed on basis of no profit no loss basis asking for enhancement on a/c of additional facility provided, EWS flats and other misc. expenses after handing over the possession and no dues certificate. Is it form sufficient ground to approach consumer court.
Dear Sir, first of all we need to check the terms and agreement of the central government society which was formed. Usually there are charges which are mentioned but if they are not mentioned and are hidden charges which are being charged then yes you can approach the consumer court.
