Unjust termination by college after year of admission What can I do

my name is Rao. I am a student at NIT Rourkela, My admission was unjustly after a year as I have failed in one subject. As per the institute rules student must be given a chance to appear for the supplementary exam. But the dept.of Electronics&Communications engg. failed to conduct the supplementary exam in which I have a better chance of pass(clear exam). other dept. like Electrical, computer science and Mechanical Engg. have been given chance to appear for supplementary and students retained their admission. So please help me, as they failed conduct exam but terminated my admission.
