Teachers harassing my brother what to do

My brother is studing in shreedevi institute , manglore in final year Mechanical Engineering. His teachers are harrasing him n not approving his project. Wotevr he has submitted is with H.O.D. He is not returning his copies also. Evn he told d principle still no action against teachers.Wot he can do in dis case
Sit write a complaint to the Educational board stating harassment by the lecturer. In the mean time also a lodge complaint to Institution addressing to the principal that he was not accepting the project.
