Seller is not picking up phone after payment made

I was searching glass railings on internet then I came to a website . I sent queries to many sellers and finally I a person contacted me form a enterprise then they visited my house and I made a preorder of 10k rupees everything was fine he come after 5 days as the work was planned and installed screws for railing and told me to do 50% payment as he have to purchase glass to install railing he told me we'll come on aug13 to install it but after that day he started to cut my phone and barely messaged me that glass is not ready we'll come on 15 and after that 20after that25 and so on .. I was streesed so I messaged him I'll file a fir so he made excuses but he delivered glass on 31 Aug and didn't even sent his labour to deboard the glass i made a payment of 1k to some local people and they helped me out deboarding glass from the truck now he's not picking up as he never picked up after that day and no one is coming to install it they are wasting my time what can I do ?
