Seepage in my flat can I ask for repair cost from other flat owners

hi i am flat owner on 6th floor and there is seepage in my flat below because of possibly water accumulation in th bathrooms. The cost to repair is 70,000. Am i legally suppose to pay the entire cost or flat owners should share the amount.
THE AMOUNT IS TO BE SHARED BETWEEN BOTH THE FLATS AND NOT TO BE BORNE BY ANY INDIVIDUAL ONLY. IF ANY PERSON IS NOT PAYING OR NOT COOPERATING TO REPAIR THE SAME THERE ARE VARIOUS LAWS UNDER WHICH HE CAN BE TAKEN TO TASK EVEN THE SOCIETY HAS A MAJOR ROLE AND VAST POWERS OVER THE SAID SUBJECT.
