Secretary portrayed me as criminal, can I file for defamation ?

secretary of my CHS in Mumbai, Maharashtra has written a letter on society letterhead to Registrar, MHADA wherein he portrays me as a person bad n with a dirty character, criminal behaviour. This letter is dated July 2014 which I got copy recently amongst documents while filing a RTI on society communication with Registrar. Do I stand to file a defamation case now. Please guide.
