Refunded Rs 14000 less after offering full refund in policy

I was looking to do a online MCA few months back. I contacted Jaipur National University. They convinced me to pay upfront for the program now as last date was in 2 days and if I change my mind in 15 days, i'll get a full refund. I checked refund policy online and it mentions full refund. I signed up for the program and paid 70K upfront. In next 2 days, I found that jaipur program has tons of negative reviews online and their quality of education is very low. I decided to cancel and asked for full refund. After months of follow ups, i got around Rs 14000 less refund. What are my options?

You can send them a legal notice asking for the refund and if they don't pay the same, you can file a criminal complaint of cheating and fraud... File a civil suit fir recovery and also file consumer complaint against them.

You can issue a legal notice and await a response from the university. Generally the university will explain the reasons for deduction after receiving a legal notice and might also refund the money if the same is done in an arbitrary manner. After receiving the response you can choose to file a consumer case or a civil suit. The same can be decided after a response from the university is received. Dear sir,
Did you check with the online portal that why were you refunded Rs. 14000/- less then what you had paid. If not kindly ask them why have you deducted the amount. If the online portal says in the terms and conditions tht full refund will be made then you are entitled for it. You can file a consumer case along with a criminal complaint against them for fraud.
