Refund from builder for delay in project as navy has not given noc

I hv booked flat in 2018 in Sheth avante. Due to non issuance of noc from naval department the work is nt yet started I hv paid 40 lakhs including Tds and gst .. registration is done in November 2018.. what should I do? Shall I talk to commissioner of income tax where the pan is assessed for refund or go through lawyer
When was the possession guaranteed?
You refund only the builder can give you.
You can write to the concerned person a notice from your side.
You can also go through a lawyer by way of a consumer court.
