Refund for purchase of party ticket

i attended a new year party which had separate areas for both children and adults, prior to buying tickets, the organizer told me that the adults and children would be in separate locations and children wouldnt be allowed in the adults section. But when i went there, they allowed children to freely roam the hall and this ruined the whole experience for me. I left the party early and asked for a refund but the organizer is refusing. Not only did they serve alcohol around children, they allowed children to be around drunk people and they are refusing to give me my money back eventhough they didnt fulfill their promise, they keep pointing out a terms and regulations that i agreed to while buying the ticket, as an excuse for refusal. what kind of action can i take?, am i wrong in asking for a refund?, is their action criminal?

it will not attract the efficiency of service. the consumer protection act will not apply to this situation. because they provide the services for your ticket. no refunds will be available to the person since it is very hard to prove the efficiency of service
