Purchased a flat but builder is delaying the registration

Hi Team, I purchased a flat in Bangalore in the month of May 2015. The flat is not yet registered in my name even if I have got the possession. The builder was always delaying the registration by stating some or the other reason. Recently we came to know that our flat is mortgaged with a bank and builder is again delaying the registration. (It is not a registered mortgage) . Please let me know what all legal actions can be taken against the builder(either to refund the entire amount or to get it registered). Let me know the course of action for taking the legal action against builder

As per the procedure, you can file a notice to the builder and if they still fail to comply then you can file a consumer complaint against them in order to get compensation or even get the flat registered in your name if it is in a condition to live in.
