Property dealer not giving offers as promised by him

I invested in an apartment through a property dealer. The property dealer promised a cashback of Rs. 80000 once the builder raises the invoice for him. The tentative timeline for the same was 3 months. It has been over an year and he is not responding to calls now. I know his office but he is never at the office. I have messaged him which he has received but he is not responding at all. I have the MOU signed by the property dealer on his companies letter-head. What should I do to get my money back?
It's a dizzy case but can be sorted out and your money can be refunded by putting pressure over builder who will have also many lawyer with them, but if contested well builder can come under pressure if he is renowned builder and as per law you will ge require assistance ,
