Project not started since 3.5 yrs with 30% payment.

Booked a flat in a redevelopment project.with 30% payment on 2013 with allotment letter.Till date the project has cancelled,infact didnt start at all.What do we do?Builder giving us interest from Feb2016 of 15%.And principal payment when things go well.Builder is behind bars for some other projects undone.Her wife is dealing with us.We r 90+ members.Please suggest the best advice.
