Procedure to file complaint against fiber net

I have paid for a internet connection to ACT fiber net more than a month ago,they have not activated my connection yet and now they issued their first monthly bill to me.I really want to pull them in court and want high compensation from them.

Kindly send them a Legal notice addressing your grievances and further you may demand substantial amount from them as damages on account of mental harassment.
Thereafter, you may file a consumer complaint before district consumer forum.

Sir cool down there can be compensation but not as high as you are thinking as this is very small matter . First file police complaint as when your internet connection is not yet activate till now then from where the bill came . First let the police deal with them.
