Procedure in case association is asking more money for lift

We have bought a flat 1 year back with all amneties paid. Still association has asked us 10000 for old bore wells we paid that. but again they are asking 10000 for lift. When i revolt they are threatening of water disconnection and asking for written docs for amneties. Can you suggest me if i can go legally against my owners from whom i bought the flat and association as well for sending and asking for new lift money after paying the flat amount including amneties
you can file a civil suit against the association, restrain the association from collecting the money, water disconnection, power disconnection et., if they continue to extort money on one or other reasons
