Sir , whether you have all records with regard to application or representation to board? What was type of the usage during this period? You may file representation to electricity board or tribunal or file a civil suit for injunction restraining them for recovering or file a consumer case .

Incase your request for disconnection has been communicated properly then You can file a consumer complaint under consumer protection act for deficiency of service. A representation should be made to the corporation as well.

You are required to file appropriate complaint with the authority provided under the Electricity Act, as they have not acceded to your request of disconnection. Certainly, if request is made which was duly served to the Power Corp., you are not supposed to pay this huge accumulated bill. You need to challenge the same.

Hi,
You have only one option, I.e. Approaching the appropriate consumer forum and filing your case however the same shall require the letter sent to them and it's delivery slip.
Let me know if I can help you in any other way.
Regards
