Poor services by company can I file cheating case against them

I had shifted my residence from Ashoka Mews building C to building A within the same society in Kondhwa, Pune. I had requested YOU Broadband to activate internet at my new residence on Oct 18, 2016. I had also paid Rs. 650 shifting charges on October 19, 2016. Till date, my internet has not been activated. I call the customer service everyday, but to no avail. As my internet subscription had expired on Oct 30th, one customer care executive advised me to renew my account else my issue will not be resolved. I renewed my account on Nov 3, 2016. Still to no avail. I would like to know if I can file a case of fraud against YOU Broadband. If yes, what would be the procedure.
Dear client first issue legal notice through lawyer to boardband company and ask them to restore yr service immediately. If company not work according to legal notice then file case in consumer court. For any legal help call me

Your issue with you broadband is a civil dispute and hence you cannot file a case of fraud against the company. However, under the Consumer Protection Act you can file a complaint against the company for deficiency in services and unfair trade practise and also claim damages from the company for the mental harassment suffered by you because of the act of the Company.
