Poor quality of work delivered

My interior designer has provided extremely poor quality of work. I have paid 90% already and have asked him to rectify the bad work and I will pay the balance 10% but he is threatening me and says in the agreed price that is quality he can deliver. The work is below average. Please help.
1. issue legal notice to him to rectify the work.
2. in case, if you still not satisfied then you may file recovery suit against him to claim damages.
