People giving private cars to companies on rental basis. Is it legal?

Hi We came across car leasing model by big companies such as Orix which are lending their white plated private cars on lease to companies and individuals. The intriguing fact is rental income from private vehicle is illegal. Can you please tell us how is this model legal? Thanks

Going by what you have shared herein, it is advised that this model is not legal since a permit from the transport ministry is not there.. Also any complaint in this regard to transport department would result in confiscation of the said vehicles...
