Paid under CLP plan to builder who delayed the construction. Remedy ?

Have paid 26.5 Lakhs under a cLp plan to a builder who's is not completing the building, currently the site shows that this would get completed in 2019. what are the remedies.
Drive across Noida and Gurgaon is awash in shades of grey .This CLP or construction linked plan is running like ponzi scheme by the Developers ,they had exploited the buyers this is why recently Apex court had taken strict action against some of developers and government is also drafting some strict law to tame them .please provide details for specific help .
