Paid money to builder and projected cancelled IT dept cease all money

I have paid an emd of rs 1.35 lac on 28/02/2011 for housing project at vatlur(mini bypass road) by aphb notified vide demand survey notification date 13.02.2011. Emd was enhanced in 2014 and i was asked to pay additional amount of 72,000. I paid the amount on 11 nov 14. Project was not grounded for unknown reasons. I did not get my emd refund. When asked for refund ee tadepallegudem informed that income tax dept ceased the bank account of aphb and the matter is pending before hon'ble high court,ap. Hence they cant pay the refund unless case is heard. Case may take years. How can i get back emd?

First, you should check the case status of the proceedings pending before the High Court. Then after you have identified the order which has frozen the bank accounts of the APHB, you may file an application or writ petition requiring that the amounts be released to you.
