Paid for flat but still not build took loan for other flat

Hello sir, i had bought a land near shamshabad international airport in Andhra Pradesh from Green Homes, the project was Metro City which highlighted that they will make malls swimming pool and it will be residential hub but after these many years it's still a barren land with nothing and now when we call them to sell the land they didn't reply. I was in urgent need of money as i bought a flat in delhi and having difficulty in paying my loans. I had bought the flat with assurance that i will sell my land and have my money but it's not happening. I need help, what should i do??
