Paid for 4G services but receiving 3G can I take legal action

I bought Airtel 4g hotspot 8th April got activated on 10 April worked properly till 20 April and was not working since then. I paid advance rental of 5100 for six months and now they use 3G for same price they will not refund the money. I had discuss with there customer care and appellate as well but they not refund money and not evening providing 4g services. What can I do now?
In case of deficiency of service from the service provider you can file a consumer complaint against the service provider and can claim for compensation.
