Paid Advance to website developer now absconding

Hi, I've paid a Rs.10,000 advance to a web developer whom i found online. I met him offline at the nearest ccd, signed the contract, explained him all the process etc and transferred him the money. the time stated to develop the website was 2 months, but after the 3 month ended, i told him that it's way late now and he should either complete or return the money as per contract. He said he would return but soon turned off his phone and email. I have everything on email, transfer receipt from bank but don't know how to recover. The amount is too less to go to police, but I am a student. Help!

Dear owner, please have patience as he will sure complete your work as actually its very to take work out of somebody, as its only the dedication of the person and his huger and desire that makes somebody work or else cheat, but in your case you will have to wait some time , if still u feel that guy need to punished than file an FIR and wait for police to esquire and settle the issue

No amount is less , especially when its hard earned money .
Yes ,the procedure and running around can get on your nerves but, then you shouldn't have let the website developer abscond. !!

Firstly , one cannot turn off their email so contact the cyber crime branch and lodge complaint of cheating and the rest of the way will on its own pave out.

I cannot advice you to initiate a legal proceeding in any way if you don't know the details of the person you wish to recover money from .

Hello , let's be blunt ----- Your money is gone. BUT you should never loose hope... You need to file a police complaint at your nearest police station , give them the mobile number and details as shared above. They would be able to track the lat location of the person, and can also get the address from the mobile service provider. Thats the only hope as we are sure you dont have any of the person's address.
