Not giving noc and asking to pay 4 yrs fee in engineering college

Sir, I completed btech 1st yr in some college and now i want to join in another college so i asked noc in my college they are asking me to pay remaining 3 years fee to give noc... How can i pay 3 years fee with out studying there.. I want advice very soon because last date to apply noc is june 18 i not have more time please help me and how can they play with my future
Hi I gone through your post as your wish you join any college they shall give the NOC to you without asking pay the future academic fee. You apply for NOC and if they will not give nice you approach the appropriate forum to seek the remedy

Firstly give a representation before the concerned officer in the college and send a copy to the concerned univeristy and if the representation is not disposed off, then file a case against the college for NOC

The reason because if you leave their college they obviously loose a seat and cannot fill in the middle so they are doing that but still no problem, go and complaint near by PS or else meet an advocate and send them a legal notice.
