Non refundable amount for clearing CIBIL issue

I paid 8000/- rupees of non refundable for clearing of CIBIL issues to an Bangalore based Positive Score . Credit professionals.. As per their agreement 30-90 days will be taken for clearing CIBILand they aren't responding properly and claims amount is non refundable . If any claims see through court of law.
Did the agreement state that in case of non fulfillment of the agreement you can approach the court of law. This is deficiency of service on there part and you can approach the district consumer forum. To begin with you can send them a legal notice and later file a case against them.
